State guide

Septic companies in Tennessee

Tennessee is one of the few states where the permit for your septic system comes from the state rather than your county, issued by the Department of Environment and Conservation through its Environmental Field Offices. Nine counties run the programme themselves. This guide covers which office handles your address, what an installer or pumper permit actually is, what has to happen before anyone digs, and what an advanced system commits a future owner to.

Who Regulates Septic Systems in Tennessee

Sources: Tennessee Department of Environment and Conservation. Checked 2026-09-18.

In Tennessee the state issues your septic permit, not your county. The Department of Environment and Conservation runs the programme through its own Environmental Field Offices. Nine counties are the exception and run it themselves.

The nearest Environmental Field Office is the starting point for any environmental question opens in a new tab, and outside the nine contract counties that is where a septic application begins. Any owner having a system installed, or an existing faulty one repaired, must obtain a construction permit opens in a new tab.

Nine counties are contract counties: Blount, Davidson, Hamilton, Jefferson, Knox, Madison, Sevier, Shelby and Williamson opens in a new tab. Those counties have their own septic system assistance services opens in a new tab, and permit packages for sites inside them go directly to the county rather than to TDEC opens in a new tab.

TDEC's own online request is not the route for those nine opens in a new tab, which is the practical consequence of the split. The list further down this page says which office covers your address.

Licenses and What to Check Before You Hire

Sources: Tennessee Secretary of State; Tennessee Department of Environment and Conservation. Checked 2026-09-18.

Tennessee issues permits rather than licences for this work, although its own pages use both words. Nobody may engage in the business of constructing, installing, altering, extending or repairing a system without a valid annual permit opens in a new tab from the department.

The installer permit is earned by examination and it lapses annually. A grade of seventy percent or above on a written or oral test opens in a new tab is the threshold, and permits expire on 31 December each year, are not transferable, and become invalid on a change of ownership opens in a new tab.

Pumping is a separate permit with a physical check behind it. A septic tank pumping contractor permit covers removing and disposing of domestic septage opens in a new tab from septic tanks, holding tanks and portable toilets. Every pumping contractor must have the truck inspected by the local Environmental Field Office opens in a new tab, for a new permit and at every annual renewal.

Two other roles turn up before the digging starts. A soil consultant evaluates the soil for its suitability opens in a new tab and presents that in a form the programme can use, and TDEC has been the regulator of that approval since 2025 opens in a new tab. A third-party water resources engineer may carry out the final inspection in place of the department opens in a new tab, though not where they hold a conflict of interest opens in a new tab.

Tennessee publishes one statewide list of permitted installers and pumpers, and a homeowner can search it through the Division of Water Resources DataViewer opens in a new tab. That host refuses requests from the server this directory runs on, so our Tennessee listings show fewer verified credentials than the register itself would support. That gap is ours rather than the companies'.

Permits, Inspections and Selling a Home

Sources: Tennessee Secretary of State; Tennessee Department of Environment and Conservation. Checked 2026-09-18.

No property owner or installer may construct, alter, extend or repair a system in Tennessee without a permit opens in a new tab. A repair permit is required before any work on a failing system opens in a new tab, and the Division of Water Resources designs the repair itself rather than leaving it to the contractor.

The ground decides what you are allowed to build. A TDEC environmental scientist conducts a site evaluation to determine the type of system the property requires opens in a new tab. The Commissioner must refuse a permit where an accessible public sewer exists opens in a new tab, so a main nearby can end the question before it starts.

When installation is finished the installer contacts the local environmental scientist for a final inspection before the system is covered opens in a new tab. That inspection is what produces the certificate of completion, which is the document worth asking a seller to produce.

We found no Tennessee rule requiring a septic inspection when a home sells. One obligation does pass to a buyer, and it is a real one: where an advanced treatment system is installed the duty to operate and maintain it runs with the land and binds all future owners opens in a new tab. An advanced system you inherit comes with a standing commitment attached to it.

Keeping a System Working

Sources: Tennessee Secretary of State; United States Environmental Protection Agency. Checked 2026-09-18.

The property owner is responsible for maintaining the system in a safe and sanitary manner opens in a new tab, and an advanced treatment system must be serviced at three-month intervals opens in a new tab unless the Commissioner adjusts the frequency. For a conventional tank the usual reference is the EPA guide of an inspection every three years and pumping every three to five opens in a new tab.

Help Paying for Repairs

Sources: Tennessee Department of Environment and Conservation; United States Environmental Protection Agency. Checked 2026-09-18.

We found no Tennessee programme that pays a homeowner directly for septic repair. The state revolving fund programme lends to cities, counties, utility districts and stormwater authorities opens in a new tab rather than to households, and both the clean water and drinking water funds are administered on that footing opens in a new tab.

The route that does reach a single household is federal. The Single-Family Housing Repair Loans and Grants programme offers grants and low-interest loans to repair rural single-family homes opens in a new tab, with grants for elderly very-low-income owners to remove health and safety hazards including septic systems.

Find the Office That Handles Your County

TDEC Environmental Field Offices handle septic permits in most of Tennessee. Nine contract counties run their own programme, and those are linked to the county office instead. Checked 2026-09-18.

Questions People Ask

Who issues a septic permit in Tennessee?

TDEC, through its Environmental Field Offices, in every county except nine. Blount, Davidson, Hamilton, Jefferson, Knox, Madison, Sevier, Shelby and Williamson are contract counties that run their own programme, and permit packages for those go straight to the county.

I am in Nashville. Who do I deal with?

Davidson County is a contract county, so the Metro Public Health Department runs septic and sewage disposal there rather than TDEC. Its programme applies engineering standards to protect public health and the environment, and it is the office to approach for a permit.

My system has failed. How long do I have?

Not long, once the state is involved. Where a system malfunctions the Commissioner issues a written notice of up to thirty days requiring repair, replacement or improvement, and a repair permit is needed before any work starts.

Is my installer's permit tied to my county?

No. Installer permits are valid statewide rather than only in the counties an installer lists, and they expire on 31 December every year. Ask to see a current one, because a permit does not transfer if the business changes hands.

Can anyone other than TDEC sign off my new system?

Yes, in one specific way. A third-party water resources engineer may conduct the final inspection in place of the department, but not where that engineer has a conflict of interest in the job.
