Septic companies in Arizona
Arizona permits septic through your county, but the county is acting as ADEQ under a signed delegation agreement rather than in its own right, and those agreements are negotiated county by county. Your installer holds a contractor's licence rather than a septic credential. And Arizona requires a septic inspection within six months before a property transfer, a requirement that cannot be waived by anyone involved in the sale.

Who Regulates Septic Systems in Arizona
Sources: Arizona State Legislature; Arizona Department of Environmental Quality; Pima County; Gila County; Maricopa County Environmental Services Department. Checked 2026-09-18.
Arizona permits septic through your county, but the county is acting as the state rather than in its own right. That is a real delegation with a signed agreement behind it, county by county, and it explains why two Arizona counties can run the same rulebook with different forms and different departments.
The permit itself is not a septic permit in name. Any person who discharges, or who owns or operates a facility that discharges, needs the permit this article requires opens in a new tab, which is how an onsite system ends up under the aquifer protection rules.
The delegation is explicit in statute and revocable. The director may delegate to a local environmental agency, county health department or public health services district opens in a new tab, and may terminate that delegation for cause and reallocate the money opens in a new tab. Local rules may be more restrictive but the authority is bounded opens in a new tab.
One of these agreements is published in full, which is worth reading if you want to see what your county actually agreed to. The Director of ADEQ delegates to Mohave County Development Services Department and Mohave County Public Health opens in a new tab, the proposed agreement was published in the Arizona Administrative Register in March 2025 opens in a new tab, and either party may terminate it on 30 calendar days written notice opens in a new tab.
Other counties describe the same arrangement in their own words, and one puts it beyond doubt. Pima County acts in accordance with authority delegated to it by ADEQ opens in a new tab, Gila County's Wastewater Division serves under the same delegation opens in a new tab, and Maricopa County's code states that references to the Department in Title 18 Chapter 9 mean the Maricopa County Environmental Services Department opens in a new tab.
Licenses and What to Check Before You Hire
Sources: Arizona State Legislature; Mohave County; Pima County; Gila County. Checked 2026-09-18.
We found no state septic installer credential in Arizona. What your installer needs is a contractor's licence, and it comes from the Registrar of Contractors rather than from ADEQ or from your county.
It is unlawful to act or offer to act in the capacity of a contractor without holding a contractor's licence opens in a new tab, and Mohave County's guidance is that if you hire a licensed contractor, the contractor usually handles the permitting opens in a new tab. There is an owner-builder route if you are doing your own.
The classification on that licence matters as much as the licence itself. Mohave County tells you to check the current registration status of an Arizona-registered contractor against the relevant licence classifications opens in a new tab, which is the check worth making before signing.
Pumping is a state licence, and it attaches to the vehicle rather than to the person. An owner of a vehicle needs a human excreta collection and transport licence issued under the rules opens in a new tab, and ADEQ issues it as a Septic Tank Cleaner licence opens in a new tab. Your county may add its own layer: Pima requires septic tank cleaners to obtain county licences for both the business and the vehicles opens in a new tab.
The soil work is done by trained private contractors rather than by a licensed profession. Gila County describes soil tests as conducted by private contractors who have received training on soil testing, sewage treatment system design and the Arizona onsite rules opens in a new tab. Counties then pre-qualify those individuals, so ask your county for its own list.
We hold no Arizona register of our own, so no listing here carries a verified credential for this state. The two checks worth making yourself are the contractor's licence with the Registrar of Contractors, and, for a pumping company, the vehicle licence.
Permits, Inspections and Selling a Home
Sources: Maricopa County Environmental Services Department; Yavapai County; Pima County; Maricopa County; The University of Arizona Cooperative Extension. Checked 2026-09-18.
No person may install, materially alter or add to an onsite wastewater treatment facility without first applying opens in a new tab, and Yavapai County states that you must have a permit to construct a septic system, conventional or alternative opens in a new tab. The job closes with a second authorisation: in Pima County, after the facility passes a final field inspection, a Discharge Authorization must issue before burial opens in a new tab.
Arizona genuinely does require a septic inspection when a property changes hands, and this one has teeth. The requirement to have the facility inspected within six months prior to property transfer is a state rule opens in a new tab, and it cannot be waived by the buyer, seller, real estate agents, loaning agency or title company opens in a new tab.
The buyer has a filing deadline of their own after closing. Within 15 days of the purchase the buyer must submit a completed Notice of Transfer opens in a new tab. Miss it and the paperwork on your new system is not in your name.
Keeping a System Working
Sources: Gila County; Maricopa County Environmental Services Department; U.S. Environmental Protection Agency. Checked 2026-09-18.
Arizona's own rule of thumb is sized to the household rather than given as a flat interval: Gila County's is that a home with 3 occupants and a 1,000 gallon tank should be pumped every 4 years, and more often with more people opens in a new tab, against the EPA's inspection at least every three years opens in a new tab. An engineered system carries a filing duty as well: Maricopa County requires the owner of certain onsite treatment plants to submit an annual maintenance record opens in a new tab.
Help Paying for Repairs
Sources: Mohave County; Pima County. Checked 2026-09-18.
The money that reaches an Arizona household for this comes through the county rather than the state, and one county names septic explicitly. Mohave County's typical repairs include water heaters, heating and cooling, roofing, septic systems, plumbing and electrical opens in a new tab, which is a rare thing to see written down.
Mohave County Community Services administers owner occupied housing rehabilitation programmes for low income households opens in a new tab, and the assistance takes the form of a deferred forgivable loan at 0% interest with a recapture period opens in a new tab. Forgivable means you may never repay it if you stay put.
A second county runs something comparable, which is worth checking wherever you live. Pima County homeowners concerned about the health, safety and energy efficiency of their home may be eligible opens in a new tab for its repair programme. Ask your own county whether it administers one.
Find Your County Office
Arizona septic permits are issued by your county under a delegation agreement with ADEQ, and the office is not always environmental health: development services, community development and planning departments all appear. Each entry below names the office for that county. Checked 2026-09-18.
| County | Environmental health office |
|---|---|
| Cochise | Cochise County Health and Social Services, Environmental Health Services Division opens in a new tabHealth lane, as ADEQ's county contact list has it. The page names the office three different ways: the breadcrumb reads Health & Social Services then Environmental Health Services Division, the permit paragraph says Cochise Health and Social Services (Health Department), and the care and maintenance section says Cochise County Environmental Health Division and abbreviates it EHD. The delegation wording was not found on any Cochise page, so this county evidences the permitting office but not the ADEQ delegation that underlies it. Site and soil evaluation must be done by a state certified evaluator before the permit application, and alternative systems may be reviewed by ADEQ rather than the county. · Cochise County page |
| Gila | Gila County Community Development, Wastewater Division opens in a new tabNot environmental health and not development services: Gila runs a named Wastewater Division inside Community Development, with its own manager. The page states the delegation outright, which is the clearest county side confirmation of the Arizona pattern found in this run. The quote sits inside a layout table cell but is contiguous prose within that one cell. Septic inspections and soils testing are performed by county staff here, unlike the counties that leave soil work to private evaluators. · Gila County page |
| Maricopa | Maricopa County Environmental Services Department opens in a new tabDepartment read off this page's own breadcrumb, Departments then Environmental Services then Water, Sewage, Stormwater & Waste. The full name is confirmed in the county's own Environmental Health Code, Chapter II Section VIII, which states that references to Department in Title 18 Chapter 9 mean the Maricopa County Environmental Services Department. The county is inconsistent about Department versus Division: its onsite FAQ topic at /FAQ.aspx?TID=131 says Maricopa County Environmental Services Department in one answer and Maricopa County Environmental Services Division in another. Notice of Transfer fee is $60 per parcel and is filed within 15 calendar days after transfer. · Maricopa County page |
| Mohave | Mohave County Development Services, Environmental Quality/Waste Disposal opens in a new tabDevelopment Services lane, not health. The same page says in body prose that the authority for the environmental programs is delegated to Development Services by ADEQ, and links the executed agreement, ADEQ Delegation Agreement EV24-0021, at /media/4ghen0rl/adeq-da-ev24-0021-mohave-county.pdf. That PDF delegates jointly to Mohave County Development Services Department and Mohave County Public Health Department, so the delegated body is broader than the office that fronts septic permitting on the web. · Mohave County page |
| Pima | Pima County Department of Environmental Quality opens in a new tabTwo offices share this work, which is why the quote names both. PDEQ is the delegated authority: the county's Waste Haulers page says the licensing is done under authority delegated to the Pima County Department of Environmental Quality (PDEQ) by ADEQ and under Pima County Code Title 7. The requested URL /433/Onsite-Wastewater-Treatment-Facilities redirects to https://www.pima.gov/onsite-wastewater-treatment-facilities and both serve the same page. Pima issues a Discharge Authorization after the final field inspection, before the system may be buried and used. · Pima County page |
| Yavapai | Yavapai County Development Services, Environmental Services Unit opens in a new tab · Yavapai County page |
Questions People Ask
Who issues my septic permit in Arizona?
Your county, acting as ADEQ under a delegation agreement. The statute lets the director delegate to a local environmental agency, county health department or public health services district, and terminate it for cause. Maricopa's code goes furthest: it says references to the Department in the state rules mean the county department.
Does my installer need a septic licence?
Arizona has no state septic installer credential. What is required is a contractor's licence: it is unlawful to act as a contractor without one. Check the registration status and the classification with the Registrar of Contractors before you sign.
Do I need an inspection to sell my Arizona house?
Yes, and it is one of the strictest in the country. The facility must be inspected within six months before transfer, and that requirement cannot be waived by the buyer, seller, agents, lender or title company.
I just bought a house with a septic system. Do I have to do anything?
Yes, within 15 days of the purchase you must submit a completed Notice of Transfer. It is a short window and it is easy to miss in the paperwork after closing.
Is there help paying for a repair?
Look to your county rather than the state. Mohave County's owner occupied rehabilitation programme names septic systems among typical repairs and offers a deferred forgivable loan at 0% interest, and Pima County runs a home repair programme of its own.
