State guide

Septic companies in South Carolina

South Carolina runs septic from the state, not the county. SCDES issues the permit to construct, evaluates the site, signs off the approval to operate and licenses the contractor, working through regional environmental offices. This guide covers the agency's 2024 name change, the three installer tiers and which one your job needs, what the site evaluation costs, and where the repair money actually goes.

Who Regulates Septic Systems in South Carolina

Sources: South Carolina Department of Environmental Services. Checked 2026-09-18.

In South Carolina the septic permit comes from the state. SCDES issues the permit, inspects the site and signs the system off, working out of regional environmental offices rather than a county office. If you have been trying to reach a county health department about a tank, that is why it has been hard.

The agency's name changed recently, which trips up search results and older paperwork. DHEC became two separate agencies on 1 July 2024 opens in a new tab, and the environmental programmes went to SCDES opens in a new tab. Septic is an environmental programme, so it is SCDES you want.

Paperwork issued under the old name still stands. Environmental permits DHEC issued before 1 July 2024 continue to be valid, and SCDES updates them at renewal or modification opens in a new tab. The transition notice said the old website would guide you to the appropriate agency opens in a new tab, though we found the old dhec.sc.gov address no longer resolves, so go to the SCDES address directly.

The rule with the detail in it is Regulation 61-56, and the offices are organised geographically. Licence applications go to the regional environmental office that covers the county where the applicant's primary place of business is located opens in a new tab, and the regional numbers are on the SCDES local offices page opens in a new tab.

Licenses and What to Check Before You Hire

Sources: South Carolina Department of Environmental Services. Checked 2026-09-18.

South Carolina calls this a licence and means it. If you install, clean or repair septic systems, or haul and dispose of sewage from septic systems and portable toilets, you must be licensed by SCDES and renew every year opens in a new tab, and Regulation 61-56 says nobody may be responsible for construction or repair without a valid licence opens in a new tab.

The installer licence comes in three tiers, and the tier decides what your contractor may legally touch. Tier 1 covers all gravity-fed residential systems and is not authorised to repair an existing system opens in a new tab. That last clause matters if you are calling about a system already in the ground.

Tier 2 adds pumps, grease traps, curtain drains, elevated and mounded systems, and commercial, large and community systems opens in a new tab. Tier 3 adds the Standard 610 specialised systems and is authorised to conduct repairs on existing systems opens in a new tab. Ask which tier, and match it to your job.

Pumping is a separate licence with a vehicle check attached. Nobody may be responsible for cleaning onsite wastewater systems, self-contained toilets and other sewage holding systems without a valid licence opens in a new tab, and new pumper and hauler vehicles are inspected within 30 days, then annually at renewal opens in a new tab.

One trade on the job is licensed somewhere else entirely. Professional soil classifiers are licensed by the SC Department of Labor, Licensing and Regulation, which publishes its own list opens in a new tab. First-time applicants for a septic licence sit an exam on Regulation 61-56 and must score 80% or better opens in a new tab.

We check South Carolina listings against SCDES's own onsite wastewater contractor register, which publishes Tier 1 and 2 installers, Tier 3 installers and pumper haulers as separate rosters. A company showing a verified credential here matched a record on one of those. Applications themselves go through ePermitting opens in a new tab.

Permits, Inspections and Selling a Home

Sources: South Carolina Department of Environmental Services. Checked 2026-09-18.

It is unlawful to construct, upgrade, expand or operate a system unless the Department has issued a permit to construct and approval to operate opens in a new tab. Two documents, in that order, and both come from the state.

The site evaluation is the gate, and it has a published price. The Department charges a fee of one hundred and fifty dollars to evaluate the site of a proposed system opens in a new tab, and if the land is suitable the SCDES inspector issues the permit to construct, while if it is not, other options are discussed opens in a new tab.

That state permit also unlocks the county one. SCDES must evaluate the home building site before issuing the septic permit, and without it you cannot obtain a county building permit opens in a new tab. Approval to operate follows final inspection and review of the required documentation opens in a new tab.

On selling, South Carolina states the position in its own words. South Carolina law does not require property owners to have existing systems inspected, but some towns have passed ordinances requiring their residents to have septic systems inspected regularly opens in a new tab. Ask the town, not just the state.

Keeping a System Working

Sources: South Carolina Department of Environmental Services; U.S. Environmental Protection Agency. Checked 2026-09-18.

South Carolina asks for an inspection every one to two years and pumping every three to five, more often depending on tank size and household opens in a new tab, which is a tighter inspection cycle than the EPA's three years opens in a new tab. A system with mechanical parts such as a pump should be inspected at least once a year opens in a new tab, and the state says not to use additives, commercial cleansers, yeast or sugar opens in a new tab.

Help Paying for Repairs

Sources: South Carolina Department of Environmental Services; South Carolina Rural Infrastructure Authority; U.S. Environmental Protection Agency. Checked 2026-09-18.

The state's own money is infrastructure money. The State Revolving Fund provides low interest loans for building or repairing wastewater and drinking water plants, collection and distribution systems, and stormwater projects opens in a new tab, and the Rural Infrastructure Authority has awarded 219 SCIIP grants totalling $1.469 billion to local governments and public water and sewer utilities opens in a new tab.

There is one route that reaches a household directly. SERCAP offers loans of up to $15,000 to residents of rural communities to pay for installing a new standard or alternative septic system opens in a new tab. By contrast, individual homeowners are not eligible to receive grant assistance directly through the EPA's 319 programme, which goes to watershed organisations opens in a new tab.

Questions People Ask

Is it DHEC or SCDES now?

SCDES. DHEC became two agencies on 1 July 2024 and the environmental programmes, septic among them, went to the Department of Environmental Services. Permits DHEC issued before that date stay valid and get updated at renewal.

Which office do I call about a septic permit?

An SCDES regional environmental office, not a county health department. The offices are organised by the counties they cover, and the table below shows which one serves yours.

What does the tier on an installer's licence mean?

It sets what they may install. Tier 1 covers gravity-fed residential systems and cannot repair an existing system. Tier 2 adds pumps, grease traps, mounded and commercial systems. Tier 3 adds specialised Standard 610 systems and is the tier authorised to repair existing systems.

Do I need a septic inspection to sell my house in South Carolina?

South Carolina law does not require property owners to have existing systems inspected, but some towns have passed ordinances requiring regular inspections. Check with the town as well as the state, and a lender or buyer can ask for one regardless.

What does the site evaluation cost?

The Department charges one hundred and fifty dollars to evaluate the site of a proposed system. If the land is suitable the inspector issues the permit to construct, and without that permit you cannot get a county building permit.

How these are ranked

By verification score, out of 100, across six checks published in full on how we rank. No company paid to appear and none can pay to rank higher. The score counts records and is not a judgment about workmanship.
