Septic companies in Wisconsin

Wisconsin treats a septic system as plumbing, which decides who may install one: a master plumber, or a master plumber restricted service licence limited to septic tanks and their drain fields. DSPS licenses the installer, certifies the inspector and the soil tester, and registers the maintainer, while the DNR licenses the company that pumps. This guide covers that split, the sanitary permit in your own name, the three year rule that is an inspection rather than a pumping, and the grant programme that closed in 2025.

Who Regulates Septic Systems in Wisconsin

Sources: Wisconsin Department of Safety and Professional Services; Wisconsin State Legislature. Checked 2026-09-18.

Wisconsin calls them POWTS, private onsite wastewater treatment systems, and treats installing one as plumbing work. That decision runs through everything else here, including which licence your installer holds. Two state agencies are involved, and they divide by task rather than by geography.

The Division of Industry Services POWTS Program at DSPS protects public health and the waters of the state by regulating onsite wastewater treatment opens in a new tab, and SPS 383 sets uniform standards for the design, installation, inspection and management of a POWTS opens in a new tab. Uniform is the operative word: the standard is the same statewide.

The county does the work on the ground, and some counties do more of it than others. DSPS has authority to delegate certain plan review, permitting and inspection responsibilities to municipalities or other local government entities opens in a new tab, and it publishes the table of counties delegated primary responsibility for POWTS plan reviews under SPS 383.23 opens in a new tab.

There is one deadline in the statute that is worth knowing as a homeowner. The county inspects all POWTS after construction but before backfilling, no later than the end of the next workday excluding Saturdays, Sundays and holidays opens in a new tab. Your open hole is not meant to sit for a week waiting on an inspector.

Licenses and What to Check Before You Hire

Because Wisconsin treats a POWTS as plumbing, the person who installs it is a plumber. No person may install plumbing unless they hold a licence or registration issued by the department as a master plumber, master plumber-restricted, journeyman plumber, journeyman plumber-restricted, plumbing apprentice, plumbing learner-restricted, utility contractor or pipelayer opens in a new tab.

The septic specific route is a restricted licence that does exactly this work. A master plumber restricted service credential is limited to installing septic tanks for POWTS, drain fields designed to serve those tanks, and sewer service from the septic tank or extensions from mains opens in a new tab, and a licensed master plumber responsible for an installation must use the appropriately credentialed people to do it opens in a new tab.

Three more DSPS credentials attach to the other jobs on a system. A certified POWTS Inspector may inspect privately owned systems for the purpose of administering and enforcing the code opens in a new tab, which is the credential an inspector acting for the department or a local government holds opens in a new tab. A POWTS Maintainer registration covers evaluating, monitoring and maintaining components as part of managing a system opens in a new tab.

Soil evaluation is its own certification: no person may conduct soil evaluations relating to disposal of liquid domestic wastes into the soil without a certification as a certified soil tester opens in a new tab. So the person reading your ground, the person designing, and the person digging can be three different credentials.

Pumping is the one that sits with a different agency altogether. All septage businesses in Wisconsin that service or dispose of septage shall be licensed opens in a new tab by the Department of Natural Resources, and all individuals servicing septage shall be certified as operator-in-training, certified septage operator or master operator under ch. NR 114 opens in a new tab.

The two systems are tied together by your own paperwork. The code requires the owner of a POWTS, including one existing before 1 July 2000, to maintain a maintenance or service contract with a certified septage servicing operator opens in a new tab, so the contract in your file names a certified person or it does not meet the code.

We hold no Wisconsin register of our own, so no listing here carries a verified credential for this state. Two public lookups cover it between them: the DSPS credential search for trades licences opens in a new tab and the DNR tool for finding active licensed septage businesses by name or licence number opens in a new tab.

Permits, Inspections and Selling a Home

Sources: Wisconsin State Legislature; Wisconsin Department of Safety and Professional Services. Checked 2026-09-18.

The permit is called a sanitary permit and it belongs to you, not to your contractor. No person may purchase or install a POWTS unless the owner of the property holds a valid sanitary permit opens in a new tab, and the completed application goes to the governmental unit, which approves or disapproves it under the rules opens in a new tab.

A working system is also a condition of building anything else. Before issuing a building permit where there is no sewer, the county, city, town or village shall determine that the proposed construction does not interfere with a functioning POWTS opens in a new tab.

On selling, Wisconsin works through the condition report rather than a mandatory test. The owner shall furnish the prospective buyer a completed copy of the report not later than 10 days after acceptance of a contract of sale or option contract opens in a new tab. We found no state rule requiring a septic inspection when a home sells, so an inspection is something a buyer asks for.

The state gives the buyer a checklist for that conversation. Its advice is to ask the owner for the name of their servicer and their maintenance records, and to have the system evaluated by a professional opens in a new tab. Since a governmental unit must keep an inventory of all POWTS in its area, the county office can tell you what it holds on the property.

Keeping a System Working

Wisconsin's three year rule is an inspection rule, and the state says so plainly: the code only requires that systems shall be visually inspected at least once every 3 years, though many owners pump at that time as preventative maintenance opens in a new tab. The statute puts it as inspection or pumping at least once every 3 years opens in a new tab, the code's inspection looks for wastewater or effluent ponding on the surface of the ground opens in a new tab, and your county keeps the record: a governmental unit maintains an inventory of all POWTS in its area opens in a new tab.

Help Paying for Repairs

Wisconsin used to have a grant for exactly this, and it has closed. The Wisconsin Fund program is no longer funded in the biennial budget and ended as of June 30, 2025, and applications for systems installed in 2024 or after will not be processed or funded opens in a new tab. If you have been told to apply for it, that is why the application went nowhere.

The programme existed to reimburse eligible property owners a portion of the cost of replacing or rehabilitating failing systems opens in a new tab. We found no state programme replacing it, so ask your county whether it runs one of its own, and note that counties as state agents are obliged to inventory and track maintenance activity on the systems in their jurisdiction opens in a new tab.

Find Your County POWTS Office

Wisconsin sanitary permits and POWTS inspections are handled by the county, with some counties delegated plan review as well. In most of the counties below that office is a zoning, planning or land use department rather than a health department. Each entry is the office for that county. Checked 2026-09-18.

Questions People Ask

Does my Wisconsin septic tank have to be pumped every three years?

Not by the code. DSPS says the code only requires systems to be visually inspected at least once every 3 years, and adds that many owners pump at that time as preventative maintenance. The statute frames it as inspection or pumping. What your tank needs depends on what the inspection finds.

What licence should my installer hold?

A plumbing credential. Wisconsin treats a POWTS as plumbing, so installation is done by a master plumber or by a master plumber restricted service licence, which is limited to septic tanks, their drain fields and the sewer service between them.

Is the pumping company licensed by the same agency?

No, by the DNR. Septage businesses are licensed by the Department of Natural Resources and individuals are certified as operator-in-training, certified septage operator or master operator. DSPS licenses the installer, DNR licenses the pumper.

Whose name is the sanitary permit in?

Yours. The rule is that nobody may purchase or install a POWTS unless the property owner holds a valid sanitary permit, and the application goes to your governmental unit for approval.

Can I still apply to the Wisconsin Fund?

No. DSPS states the programme is no longer funded in the biennial budget and ended as of June 30, 2025, and that applications for systems installed in 2024 or after will not be processed or funded.
