Who Regulates Septic Systems in Alabama
Sources: Alabama Department of Public Health. Checked 2026-09-18.
Alabama splits this between two state bodies, and knowing which is which saves a wasted phone call. The Department of Public Health permits the system through your county health department. A separate state board licenses the person who works on it.
The Soil and Onsite Sewage Branch coordinates the onsite sewage programme in the counties opens in a new tab, and the division's purpose is to minimise the adverse effects of sewage disposal on human health and the environment opens in a new tab. The department publishes location information for the central office and every county health department opens in a new tab.
The rules themselves sit in one chapter. Rule 420-3-1 is what ADPH cites for everything from pipe standards to final approval opens in a new tab, so a contractor quoting it is quoting the right thing.
Licenses and What to Check Before You Hire
Sources: Alabama Department of Public Health; Alabama Onsite Wastewater Board. Checked 2026-09-18.
The licence comes from a state board, not from the health department that issues your permit. State law requires all septic tank installers and pumpers to have a license from the Alabama Onsite Wastewater Board opens in a new tab, and that is the health department saying so about another agency.
The board was created in 1999 to examine, license and regulate people working in this industry opens in a new tab, and anyone working as a pumper, installer, portable restroom operator or manufacturer must hold one opens in a new tab. The licence classes are drawn by what the system is and how big it is.
A Basic Level Installer licence covers conventional systems opens in a new tab. Advanced Level I adds everything above that opens in a new tab, and Advanced Level II covers all systems of 1,801 gallons a day and above opens in a new tab. Match the class to the system you are being sold.
Three other classes exist for work that is not installation. A pumper licence covers pumping, servicing and replacing lids opens in a new tab, a portable restroom operator licence covers that trade opens in a new tab, and a manufacturer licence covers making the tanks opens in a new tab.
The two systems interlock on paper, which is the useful part for a homeowner. An installer certifies on the application that they are licensed by the board or exempt under the statute opens in a new tab, and a pumper holding an ADPH permit agrees to let their equipment and vehicles be inspected opens in a new tab. The board runs a public search you can filter by keyword opens in a new tab.
We hold no Alabama register of our own, so no listing here carries a verified credential for this state. The board's own search is the check worth making, and it covers exactly the people the law requires to be licensed.
Permits, Inspections and Selling a Home

Before construction you must submit an application for a permit to install opens in a new tab, and where the application and plans meet the rules a permit to install is issued opens in a new tab. The permit comes before any digging, not after.
Alabama is specific about who may assess the ground. You will need a professional engineer, professional land surveyor, professional geologist or soil classifier opens in a new tab for that step, and the rule names those four.
The document that closes the job is the one to ask a seller for. An approval for use follows a signed statement from the installer, and from the engineer where one is required opens in a new tab. Property owners or their agents can ask the local health department for septic tank information opens in a new tab on a property.
Keeping a System Working
Sources: Alabama Department of Public Health; U.S. Environmental Protection Agency. Checked 2026-09-18.
Alabama's own advice is to have a licensed technician clean the tank and the effluent filter every three to five years opens in a new tab, and the filter is named in that advice alongside the tank. An owner also undertakes that the system will be maintained according to the approved operation and maintenance plan opens in a new tab, which is a commitment made at permit stage, and the EPA adds an inspection at least every three years opens in a new tab.
Help Paying for Repairs

Alabama's state revolving funds go to public bodies. They are low interest loan programmes opens in a new tab, and the eligible applicants are public bodies including counties, state agencies, incorporated cities and towns, boards and authorities opens in a new tab. That is the list of who may apply.
The money that reaches a household is federal. Grants and low-interest loans repair rural single-family homes, with grants for elderly very-low-income owners opens in a new tab, and a separate grant lets a nonprofit run a revolving loan fund for individual owners opens in a new tab.
Two Alabama communities are named in federal pilot work on exactly this problem. Greene County's fertile clay soils are not conducive to traditional septic drainfields opens in a new tab, and White Hall in Lowndes County sits in the same Black Belt conditions opens in a new tab. If your ground is that clay, expect an engineered system rather than a conventional one.
Find Your County Health Department
Alabama septic permits come from a county health department, which is part of the state Department of Public Health rather than county government. Each link goes to the office for that county. Checked 2026-09-18.

Questions People Ask
Who licenses my septic installer in Alabama?
The Alabama Onsite Wastewater Board, not the health department. State law requires all septic tank installers and pumpers to hold a board licence, and the board runs a public search you can filter by keyword to check one.
Who issues the permit, then?
Your county health department, under the Alabama Department of Public Health. You submit an application for a permit to install before construction, and a permit is issued if the plans meet the rules. So the licence and the permit come from two different places.
Which installer licence class do I need?
It depends on the system. Basic Level covers conventional systems, Advanced Level I covers work above that, and Advanced Level II covers systems of 1,801 gallons a day and above. Ask which class your contractor holds and match it to what is being proposed.
Can I get the septic records for a house I am buying?
Yes. Property owners or their agents can contact the local health department to request septic tank information, and an approval for use is the document issued when a system was signed off.
My soil is heavy clay. Does that change things?
It can. Federal pilot work in Alabama's Black Belt describes fertile clay soils that are not conducive to traditional septic drainfields. Alabama also names the four professions that may evaluate your soil, and that evaluation is what decides the system your ground can take.
